William “Bill” F. Segar, 82, of Ontario, NY, passed away at home on Tuesday, December 17, 2025.

Bill was born in Briscoe, NY to the late George O. and Ruth (Adams) Segar on March 17, 1943. He grew up working on his father’s dairy farm where he developed the strong work ethic that endured throughout his life. 

Bill graduated from Jeffersonville-Youngsville Central School in 1962. He served his country in the U.S. Army from Dec. 8,1964 to Nov. 25,1966 during the Vietnam War. He married Constance Walters in 1965 and moved to the Rochester area shortly after his military service, where he was a union painter until his retirement.

Bill is survived by his wife, Constance; his daughter, Carrie Dillio, and her husband, Michael; and grandchildren Issachar, Michael, and Sophianna. Also surviving are his brother Richard Segar of Pine Bush and four nieces: Cindy Miller, Wendy Vasques, Kim Panzo, and Darleen Muller.

Bill was a devoted father and grandfather, “Papa”, always around to lend a helping hand and to share a laugh. His kind heart, gentle spirit, and joking nature will be greatly missed by all who knew him.

A memorial service will be held at 1:00 PM on Saturday, May 23, at the First Presbyterian Church of Jeffersonville, NY, 4907 NY-52, Jeffersonville, NY 12748. All who knew him are welcome to attend and celebrate his life. Interment will be in Evergreen Cemetery, Bethel at a later date.
